The Kepler GPU has a more efficient 28nm chip and is used in the GeForce GTX 680 series graphics card for desktops.  Although Nvidia has not officially announced anything about these developments, but this information about Kepler GPU on mobile devices came from one of the official mails from Nvidia CEO to its employees.

Here is the relevant part from the mail:

Today is just the beginning of Kepler. Because of its super energy-efficient architecture, we will extend GPUs into datacenters, to super thin notebooks, to superphones.

Currently Tegra 3 is Nvidia’ mobile face. Now with the announcement of this, we hope to see even more powerful graphics and desktop like performance right on the smart phones and other mobile devices like tablets.
